Summary of Pettis County On-site Wastewater Ordinance

Summary of the Pettis County Ordinance (Pettis County Court Order 7-2007#1233) governing the installation of on-site wastewater (sewage) treatment systems.  The county ordinance is based off of 19 CSR 20-3.060 sections 701.025 through 701.059 Minimum Construction Standards for On-site Sewage Systems Guidelines for the State of Missouri.  A copy of this may be obtained by visiting the Missouri Department of Health and Senior Services web site: Onsite Wastewater or by calling (573) 751-6095.

Properties that require construction permit(s) for an on-site wastewater (sewage) treatment system:

¨      All installations, major modification, major repairs, or major changes in operation will need to be permitted and approved by the Pettis County Health Center.  There are no exemptions for single-family residences.

¨      Any property that has an on-site wastewater treatment system that is found, based on a valid complaint, to be violating state and county law shall also be made to obtain a permit to correct the issue.

¨      Any contractor that installs on-site wastewater (sewage) treatment systems must be registered with the Missouri Department of Health and Senior Services.  The contractor will also need to be registered with the Pettis County Health Center.  There is no fee for county registration at this time.

¨      A Soil Morphology must be conducted if a lagoon or an absorption field is going to be installed, replaced, or if it requires a major repair.  Replacement of the septic tank only does not require a soil test to be conducted.  Soil evaluators must be registered with the Missouri Department of Health and Senior Services.

0 gal./day – 999 gal./day                   $125.00
1000 gal./day – 1999 gal./day           $250.00
2000 gal./day – 2999 gal./day           $375.00

¨      Single-family residences and commercial applications that are hooked to a city or centralized treatment system that is regulated by the Missouri Department of Natural Resources are not covered in the scope of this ordinance in regards to obtaining a construction permit.

¨      If the wastewater (sewage) design flow is greater than 3,000 gallons per day or if it is a commercial application that discharges into something other than a soil absorption system then is it automatically under the jurisdiction of the Missouri Department of Natural Resources.
